Mayor Opposes Proposed Agreement with DHS

RE: SPECIAL CITY COMMISSION MEETING, FEB. 12, 2009

DATE: February 6, 2009

It has just come to my attention that the proposal being put before the City Commission at the Special Meeting scheduled for February 12, 2009, is to approve an agreement that would allow the City of Brownsville to remove the border fence in specific areas to complete projects designed to promote economic development. Based on the information received, this agreement would return title and possession of this property to the city upon removal of the fence. It was stated that the Federal Government gained title to this property through condemnation proceedings filed on behalf of the Department of Homeland Security. Neither the citizens of Brownsville nor I had previously been informed that the Federal Government had gained title to any city property, information which obviously was withheld by this commission and city management who, it appears, allowed this to happen through continued secret negotiations with DHS in direct opposition to the will of all the citizens and property owners who spoke out against such negotiations at the commission meeting held July 1, 2008. How could this agreement have been reached and what guarantees do we have that DHS will tear down a fence that has not been built? Given the current state of the economy and the exorbitant cost of the construction of the border wall, does it make any sense for DHS to spend so much time, money, and effort building a wall, only to tear it down? The citizens of Brownsville expected this commission to defend and protect their property rights and these developments are an outright betrayal of that trust.

Patriots for transparent government, please join me in making our voices heard. I urge you to attend the meeting on Thursday, February 12, 2009, and make your opinions known.

Re: City entering into an agreement with DHS to build border fence.


To All Citizens:

I have requested a Public Hearing to be posted for Thursday, February 12, 2009, at 6:00 p.m. and to be held at City Hall Commission Chambers. The subject to be discussed is to accept or reject a contract that allows DHS to build the Border Fence on city property.

This is based on discussion and negotiations held with DHS representatives without my participation or knowledge. I have found out about these discussions by repeatedly asking to be kept informed. Today during the Scout session I was told by the city manager that this subject will be discussed and acted on this coming Thursday.

By way of this press release, I request all citizens who oppose or support the Border Wall to be present at said meeting to make sure your voice is heard by the commission and DHS. This item will be discussed in Executive Session but will have to be acted on during the public session. I, for one, believe that this subject matter should be discussed entirely in open session.

As mayor, I strongly oppose the fence and any agreement that will allow the fence to be built for the many reasons I will state at the meeting. To name a few, it will cause irreparable harm to our ecological corridor, adversely impact future development of our river walk and eliminate our damage claims should the fence be built by force. It will also affect the federal lawsuit filed by TBC and the Amicus Brief by El Paso. Please help me get the word out to all interested parties.

Just for the record, the Mayor didn't call for this meeting next thursday. City staff and a few of us commissioners asked for it to be placed on a special call meeting. The Mayor can't seem to tell the truth these days. You would think he would stop telling lies after lies. He can't keep up with all the lies. How pathetic our Mayor is!!!!!

If you look at his "immediate release" he states that"it has been brought to my attention that a meeting will be held Thursday" so that proves his statement as false regarding his other memo where he states, "I'm calling for a meeting". He is full of it and knows it. People don't get confused with all his lies.

No, if you look at his "immediate release" he states that it has been brought to his attention that THE PROPOSAL BEING PUT FORTH IS etc. Of course he knew about the meeting; he only found out later that a 'deal' had already been made.
Did you not study reading comprehension in grade school?

I was there when Cabler advised the Mayor of the special called meeting at the civic pavillon. The press release had already been authorized. The Mayor need to know the facts before he gets on his soapbox and cries wolf that the commissioners want a wall. None of do but DHS is working with the city to avoid killing projects that would destroy economic development in our city. DHS doesnt have to help us at all but they are in spite of our rogue Mayor.

Did it come to his attention the same way it did when $26k just showed up in his bank account! Please, this guy is pathological. Perhaps he is not aware of what is going on because he is too busy flying off to Mexico for "meetings". Speaking of secret meetings, how about Pat clue us in to meetings he had last year with HUD that included a local priest and his good friend Don Currie! asking for federal funds! Was that a private meeting? Yeah, thought so. That sounds like a joke, so a mayor, a priest, and a builder ...

The mayor has a martyr complex which we have seen time and time again. Just look at this whole check business. Why should this be any different. It provides him the perfect stage to publicly nail himself to the cross.....again......and this time nationally. (another mention in the New York Times perhaps?)What a wet dream this must be for him. I bet he actually wants the opposite from what he says....that he actually wants the wall. Martyrs can only be the martyr when what they fight against actually happens. This is simply his nature. But what do I know? I'm just some citizen trying to make sense of it all by connecting the dots. I hope I'm not the only one who sees this. I hate the wall but lets face reality we need to make some lemonade out of these lemons. I hope that the Commission understands this. I think the people of Brownsville would if they just look at the facts so far.

To all whom make a mountain out of a mole hill. I asked for a "Public Hearing" item on the Thursday Special Meeting. A public hearing item on the agenda allows ciitizens to participate, while an executive session and followed by a consideration and action item on the agenda does not. Therefore, I felt compelled to ask that a "Public Hearing" before action be posted on the agenda.

As the City Manager can attest and my written email can substantiate, I asked for a two week notice before posting this item on the agenda, but the City Manager informed me that this matter had to be decided on by the end of the week of February 20th, which is why it is posted for Thursday and could not wait till our regular meeting on Tuesday, February 24th.

Commissioner Atkinson's hate, disrespect and ego comes clearly across and obviously wishes me ill, which is very unfortunate. Those who wish ill to others, generally end up sowing what they plant.

I have always and will continue to respect them as commissioners and put my personal feelings aside while doing city business, but what can you expect from those who think they can micromanage and control the mayor. They will not even let me put anything on the agenda without their approval, which is why I asked the City Manager to post an item on the agenda titled "Public Hearing".

To those who wish me well, rest assure that I work hard to improve Brownsville and have never gained personally from the office of mayor. I thank all my friends, supporters for their kind words, thoughts and prayers and will continue to stand up for those principals I have stood for the past 20 years in the public arena.

Do not be misled by those who want to spread hate and wish others ill, because in the end this is our community and we get what we invest into the leadership we elect, which I hope will change during the upcoming election. Hopefully we will elect more mature people with business experience who can put their personal agendas aside and pettiness, like we are witnessing here.

Mr. Mayor, you had an opportunity to voice your disapproval over Resolution No. 2008-073 requiring the signatures of at least two commission members prior to the placement of an agenda item on the City Commission agenda by commission members. You are still a commission member, correct? You haven't been impeached yet.

But you chose to leave the meeting at 7:38 pm because you were invited to Matamoros to attend a party celebrating their little league baseball success. "The people's business" which you consistently throw in anyone's face was not as important as going to a party across the border. Brownsville elected you; you instead go party in Matamoros.

You didn't stay. The resolution passed unanimously without you. A lot of things can happen without you.

You were counted absent on the minutes although you were there until 7:38. Did you get your $10 anyway?

Wow! Would have made any difference had I stayed? No! This commission's intent is not to make the city the agenda, but to micromanage the mayor and control the meetings.

Your criticism of my efforts to build alliances with Mexico is short sighted, because you do not know the importance Mexico is to Brownsville. Without Mexico the recession would be much worse. Mexico is the number on trading partner to Texas and two to the United States, which should tell you that it is important to work and nurture those alliances to get things done.

The weir project is a good example, which requires Mexico's approval and the reason for my efforts to ensure that we are on the same page when it ocmes to projects that benefits both countries.

Hopefully, citizens will see thru the hate being promoted here by some and the vicious efforts to misinform citizens and will elect three new commissioners who will make our city the agenda.

While you try to act like your innocent and a victim, inform us how you got a $26 thousand dollar check and deposited in your bank account. You claim you dont wish ill harm to anyone but then you go on channel 7 and plead with the mexicans from Matamoros that you are the victim and that you need their help to oust all the present commissioners. You request that mexicans support your efforts to get a new commission that will work for you. What a pompus prick you are. For your information, mexicans can't vote in a Brownsville city commission race you jackass. Sorry for being harsh but you need to hear these words so it can sink in to your little pea brain. Before you come across like you know it all, you have the responsibility to answer to your constiuents about how you got the check, and why you felt you could cash it and then spend $10 thousand of it in Mexico. An ordinance was passed that commissioners and/or the Mayor need a co-sponsor to put an item on the agenda. For someone who cries wolf, you can't find one commissioner to help you push your agenda forward which means you are a lame duck Mayor. Trust me, you will not be Mayor ever again. The support you had was because of people like me who thought you would do the right thing. You are the biggest dissapointment in the history of Brownsville politics. Continue spending taxpayer money by going on trips to Mexico. I will place an agenda item that will once and for all limit your extraordinary travel expenses to Mexico. You don't get respect because you don't earn it, you expect it and that is your dumbass fault.

You didn't just say that? People voted for you to stay and speak your mind. Isn't that part of your martyrdom complex that the people voted for me to vote whether you like it or not?

Thank you for admitting what I said earlier. You don't matter. Your vote or say would not have made a bit of difference. You know there is simple yet beneficial solution for all parties in this beautiful city, and that is for you to not show up at meetings. You don't matter remember? You admitted it. You are insignificant. The Grouper is right to say, "You are a lame duck Mayor. Trust me, you will not be Mayor ever again. The support you had was because of people like me who thought you would do the right thing."

Nothing you do matters because the other six won't listen to you. Anytime they try to throw you a bone, well it's obvious what you do with it. The problem with you is you wish Brownsville had a style of government more like the Soviet Union. However, you need other people's support in a democracy. You should bring them to your side. But, either you won't or you don't. You just go party in Matamoros to build alliances with people who won't vote with you on issues that affect this city.

You shamefully did not stay for the two signature vote. Your history of dereliction of duty is unambiguous especially here. Resigning in disgrace might be the best thing you could ever do for Brownsville. You can then move to Matamoros if you wish and try to build alliances from the inside-out. Let's have an absolutely clean slate come May.

I certainly hope there are some steps the Mayor can take or sanctions that can be brought against Charlie Atkinson for the rude, libelous, and slanderous remarks he likes to toss about in public forums. You would think the other commissioners would at least try to put a muzzle on this guy to keep from making them ALL look as foolish as does.

This is exactly the kind of misinformation that Pat puts out to pander for public support. Lets that these one by one:

a) the meeting is not being all called to approve and agreement, the meeting is being called to consider the agreement.

b) No one "gave" DHS title to the land. The government gained title simply by filing a notice of condemnation. The City Comission and staff had nothing to do with it and has made no agreement conveying title to the land.

c) There were no "secret" negotiations with DHS. There was a meeting that Pat was invited to, but chose not to attend.

d) No agreement was reached; that is just an absolute falsehood.

e) The questions about the merits of the deal will assuredly be debated by the City Commission at tonights meeting.

This letter is a classic example of Pats poor leadership. He lies about the issues and grandstands on everything. He is the poorest Mayor Brownsville has ever had.

For a guy who personally deposited $26,000 of city money into his own bank account, what credibility does Pat think he has left?

I'm against the border wall but there are smarter people and more effective ways to stop it.


The border wall issue is Pat's last hope I guess. Pinning his hopes on Mexico and a few border wall radicals to save him from the political graveyard. My guess: not gonna happen tonight. I bet no one shows up.

The City Commission tabled action Thursday on an agreement regarding the construction of a border fence with the U.S. Department of Homeland Security, announcing that the proposal would be re-evaluated by the federal government.

Just minutes before the start of the scheduled public hearing, Commissioner Anthony Troiani said that new DHS Secretary Janet Napolitano's staff indicated that the proposal would be re-evaluated.

"We are in a position to re-evaluate the situation," Troiani said at the onset of the session that DREW A STANDING room only crowd in commission chambers at City Hall.
